The only home computer parental control I have tried is Norton Internet Security.  We used NIS to setup a computer on a university campus for a 6 month project and it came back intact.  That's about as hostile as it can get!

I have not tried any of these:

CensorNet http://www.censornet.com/ - This seems to have business features as well.  GNU open license (FREE).
Cyber Patrol http://www.cyberpatrol.com/
Dan's Guardian http://www.dansguardian.org
